As the work was growing fast, since early 80s discussions had been going on within the E.L.C.T. – Kenya synod, on how it could become a constituted independent body from the E.L.C.T. The first step was to prepare the constitution for the new church, then request the E.L.C.T. for permission to become an independent church.
After the constitution was drawn, in March, 1989 the General Assembly of the E.L.C.T. – Kenya Synod requested the E.L.C.T. to grant leave to the Kenya synod to register herself as a constituted independent body from the E.L.C.T. The E.L.C.T. through its Executive Council, granted the permission in May, 1989.

The Kenya synod after receiving this permission, applied to the Registrar of societies in Kenya, for the registration of the Kenya Evangelical Lutheran Church.
The application was accepted and a certificate in the new name issued on 30th October, 1991 marking the birth of the Kenya Evangelical Lutheran Church, which was officially inaugurated on 16th February, 1992 by the then E.L.C.T. Presiding Bishop the late Dr. Sebastian Kolowa |
